Perhaps the number of inhabitans, staying behind and waiting for the money that “should be” coming in, has something to do with it ?
Let’s agree about 3 things to do:

    1. Separate the state from the church. Make that clear inside and outside the archipel.
    2. Free all prostitutes and put the pimps in jail when they are not already left by their slaves.
    3. triple the salaries of people in office and the judges.
3a. Triple the penalties for corruption.

After that we will arrive with a new candidate for the presidency.

Here are why we’re still poor:

    1. We were once a Spanish colony like Mexico which is a also a third world country. Bad habits are hard to break. The Spanish left us the Catholic church and the culture of corruption.
    2. We are forever in a revolutionary state. We kicked out the Americans but still blame them for not annexing us as a state. Remember, two decades ago we were second only to Japan in economic might. Japan and the Philippines both Had US bases then, along with South Korea. We kicked the US bases out but Japan and South Korea still have them. Now, we have Japan and South Korea in the Philippines, ie Toyota, Nissan, Mitsubishi, Samsung, Hyundai, Kia and most recently Hanjin. We also have Korean television and performers here now. While we go overseas to do mostly menial jobs, they come here as supervisors.
    3. In perspective, the culture that the Spanish left us caused us to drive the US bases away. The American culture that helped Japan and South Korea to succeed somehow is preventing us from going over the cliff.
